Bear was my first thought too when I saw it on the news. It has five toes with long claws. Canines normally have four toes.

I had a dog that had 5 claws and a dew claw. Had a cat with 6 toes once.
Looks like a coyote or a dog that had bad mange or someone shaved the thing.

Heres a pic of a coyote suffering from severe mange that I found in my family's barn. It was barely alive when I found it and put it out of its misery. I know the thing looks like it is decomposed but the thing was alive just like 5 minutes before the pic was taken. The other pic from the OP looks similiar but I am thinking it was a bear also because its too big to be a coyote.

They keep finding these hairless dog-like things all over the country. Do a google image search, or check out all the different vids on youtube.
It's the same animal over and over. I don't know what it is but it's obviously not a coyote with mange or a bear or whatever.
