View Full Version : CALIFORNIA 2011 list of bills submitted - INDEX THREAD

Librarian

Let's use this thread as an index to the bill threads here on Calguns - find them, start a real thread, post a link to the thread here.

'Real thread' titles need to be specific:

2011 -- the year introduced, so when someone necroposts in 2013 we know the bill is not current

AB or SB ###

Author

Topic of the bill

So, "SB 124: 2011 DeLeon Ammunition Bill" has all the info in the title. (The colors are here just to identify the parts - nobody should use them, unless they think it's fun or something, but they won't appear in color on the forum page.)

Discussion on the bills, status updates, etc. should go in the specific bill threads.

See also the Beginner's guide (http://www.calguns.net/calgunforum/showthread.php?t=161873) to reading bills.

Keep an eye out for changes to the California Public Records Act as well. I'm fairly certain we'll see at least an attempt this cycle.

Some of these are probably placeholders for things to come.

Yes, this early in the session you can't predict anything. Any of these could go through the "gut and amend" process and end up as something totally different.

Easy, your caucus tells you.

They prep these bills over the break, and are just placeholders for a G&A.

AB 144: Open Carry Ban (Portantino) (http://www.calguns.net/calgunforum/showthread.php?t=384326)
(This one was last touched about 3 AM on the 25th, and at 8 PM on the 27th is already about 100 threads from the top of the 2nd Amendment forum)

Please tell me I'm missing something, but as far as I can tell, Chapter 711 of 2010 became law on September 30, 2010 and will be effective January 1, 2012. It includes the follwing:

"CHAPTER 6. OPENLY CARRYING AN UNLOADED HANDGUN Article 1. Crime of Openly Carrying an Unloaded Handgun 26350. (a) A person is guilty of openly carrying an unloaded handgun when that person carries upon the person an exposed and unloaded handgun outside a vehicle while in any public place or on any public street in an incorporated city or in any public place or on any public street in a prohibited area of an unincorporated territory.
(b) A violation of this section is punishable by imprisonment in a county jail not to exceed six months, by a fine not to exceed one thousand dollars ($1,000), or by both that fine and imprisonment."

That only took effect if the bill to add that to PC passed - it didn't.

Well, that's good, because I was about to say, "that's unconstitutional on its face," and I know the California Legislature would never pass any thing like that, would they?

Obviously, I'm going to have to learn to read California statutes better. I hadn't heard of statutes that say they passed, then say, "but only if another bill passes."

Well, since Feb 18 was the deadline to introduce bills, looks like the above are what we're facing this year. Could be much worse...

Geez, what maroons. (Goober, I'd say you jinxed us except that this stuff probably didn't hit the legislative web site until after you posted.)

So, where are all the discussion threads, eh? I can't do them until Monday, so if someone else would start a couple...

Remember thread title format should be close to

SB 661 (2011) Lieu - 1500' school zone and lawfully possessed handguns

And please include the link to the bill 'page' so we can see the status and votes and analyses e.g.
http://www.leginfo.ca.gov/cgi-bin/postquery?bill_number=sb_269&sess=CUR&house=B&author=la_malfa

A couple of these are 'spot' bills in the most obvious way - LaMalfa's SB 269 currently says " SECTION 1. It is the intent of the Legislature to enact legislation to make changes to current firearm laws." - so what content they REALLY will have will not be known for a couple weeks, I'd guess.

No problem it is fixed. I know more can be added, moderators are welcome to change as they see fit. If I have time I will add ext. Sometimes I do try to take days off :-)

Got a little bit of work here. School zones will be next notice I will put out for citizen action alerts. Can't be constitutional anyways since a rule was just struck down due to travel for sex offenders for that 2000 foot zone and, and, and...

Looks like:
Feuer AB809 is intended to apply handgun laws regarding transfer records to all firearms.

Hagman AB613 is a repeal of AB962 measures (seems moot, or if not, a good thing)

Hall AB811 lets private security companies own and issue firearms to their employees

Correa SB313 Makes handguns for which production ceased before 2000 & limited-run commemorative handguns exempt from roster rules.

Wright SB610 makes the CCW application process more user-friendly

Anderson SB404 exempts some folks from the HSC requirements

Knight AB829 affects definition of "honorably retired" peace officer and the laws regarding carrying of firearms by said retirees.

so as you can see, a lot of the new "surprise" bills listed are either benign or beneficial...

puppy8a9 can you add short descriptions to you list as you have done with several of the bills already? i see you've put the real "baddies" in bold, can you add Feuer AB809 to those in bold type?

thanks for your efforts! :)

Thanks you guys for posting this up. I am new to ownership and happy that I am on the "correct" side of the line. I'm not too knowledgeable in the ethics and format of bills going through congress. Though I was able to understand most of it enough to know right from wrong. Too bad that it takes an army good people to overturn a dictatorship run by a false front.
Anyone up for Robin Williams in state office next?

Throughout the legislature who is pro-2nd Am rights or at least not anti-gun? So with many bills every year it appears the constitution has no friends at all.
