First off you should probably read the regulations. Its kind of weird because there's actually two kinds of rabbit. The normal rabbit session that ends January 20th. Jackrabbit hunting is all year round. Jackrabbits like the desert, most normal bunnies like more forested settings.

First off, Do you have a hunting license?
Second, yes there are many places in socal to hunt rabbits (jack and cottontail). Same for ground squirrels.
Tree squirrels have a specific zone where you can hunt them. Most of socal is not included in this hunt zone.
Department of fish and game has all the info you need

Cottontails are typically not easy find during daylight hours.
Ground squirrels can be found on most ranches.
Jack rabbits are spread all over the state.

Sure they are, the 1st and last hour of daylight. It all starts with finding an area that has rabbits to begin with

I've never had a hard time chasing cottontails. Look at any of the national forests in so cal and make sure you can hunt and then thin out the herd! Good luck dirty dave!
