Has a thread been written or does anyone know the legalities of manufacturing parts? I'm specifically refering to ak flats and small parts. The flats are NOT bent into a "firearm".

My question is whether or not you need a business license or 07 license to make and sell these items.

Sorry, I misread your post. As long as the flat is not bent it is not a receiver and you don't need an FFL. You can also manufacture parts without an FFL as long as they are not receivers. But you should have a business license and report your income.

for AK receivers look up 80% receiver rules and go by them. Parts is parts and no problems there.

Depending upon the locality, if you manufacture a product for sale on a regular basis you will need a business license.

some mfrs. send a sample to atf for a "not a firearm" ruling. there is NO legal definition of an 80% reciever. those are almost always sent for a letter on a case by case basis. atf has been known to change their mind on 80% at a later date.
