there is this line:
Additionally, should AB-962 take effect, the C&R and COE should legally exempt you from the ban on interstate handgun mail/internet ordering.

1: does this refer to buying HANDGUNS or HANDGUN AMMO? I wasn't aware 962 nixed online purchasing of guns as well.

2: if I have these, what chance is there that there will be an online vendor who understands CA law well enough to sell me stuff?

so, I've tried reading AB-962, and I get a bit confused by all the section breaks. It says pretty clearly that "section A" does not apply if you have a COE/C&R, but that section A is not the one that deals with thumbprints and the like...

is this one of those things that will need to be hacked out in the courts?

No...it's pretty clear that as a C&R+COE you can have ammo shipped to your door...now, if you walk into a store to buy...you're just a plain old scum like the rest of us...you have to provide the fingerprint, ID, signature...yadda yadda yadda...makes loads of sense...right?
