Hi,

First time posting. My dad in TN wanted to give me handgun as a gift, which is on the roster. Can he disassembled the handgun into two parts (top and bottom receivers) and then ship them in two separate packages to me in CA. Then I'll just do the OPLAW and pay the $19. Will this work or does he have to ship it to a CA FFL and I'll have to paid the extra $$$ to transfer it to me ? Any response would be great.

He's gotta ship it to a Ca. FFL.

He needs to ship it to a dealer. You should look for a dealer in your area that understands the OPLAW rule. Even though this gun is on the roster Pops can send you any handgun he wants as long as it's not classified as an Assault Weapon.
You might want to send Pops a lot of money for his birthday; you never know what he'll send you for yours.

The dealer thing is because it's TN -> CA; Feds require interstate transfer of handguns to go through a FFL in the receiver's home state. See http://wiki.calgunsfoundation.org/index.php/Transferring_firearms_Interstate
