I was reading the California law on transporting a handgun. What wasn't quite clear to me is it legal to have a handgun and the magazine in a safe that resides in a car?

Handgun has to be unloaded in a locked container, ammo can be loaded in mags, but has to be outside of the locked container containing the handgun(glovebox does not qualify as a locked container), and you have to be transporting your firearms in the course of lawful use(i.e. to and from the shooting range.).

I thought the mags had to be unloaded as well. Aren't they considered part of the gun?

Penal Code Section 12026.2.

That section defines to where and when you can transport a "firearm capable of being concealed upon the person" without a permit.

Pick on an SKS or some such - THAT you can carry around, the restriction is on concealable weapons.

So are you allowed to stop by places on the way to or from the range (e.g. walmart for ammo or Chevy's for dinner)?

Yes but just like money, wallets or eletronics.... don't leave it or any bits of ammo laying in visible sight, it attracts thieves.
