Couldn't find this through searching, is it legal to buy non-AP ammo from a person who lives out-of-state? The person plans to handle the shipping as well. Any locals laws I need to know of for San Mateo county in regards to receiving ammo? Thanks!

I'd request 'adult-signature' service through the shipping company.

Adult Signature required puts a $2 extra fee.
most UPS drivers I know don't even check the adult signature required, hell some dont even do the signature required and dump the boxes in peoples mail slots/doorsteps after marking it as signed for.
Its not UPS's fault, its just some drivers.

Technically the box should be marked ORM-D and comply with UPS or Fedex's rules and federal hazardous shipping laws.
Most carriers will not notice or care however.
