Help! need clarification...

I'm a noobie on this subject of off-list receivers & I've read the various posts & FAQs. However, I've also read the latest DOJ notice-May 9, 2006 (http://ag.ca.gov/firearms/forms/pdf/AWpolicyrev4.pdf) regarding this. Just how the hell can I build one without violating the law. Thanks!!!

Relax, the May 9th memo is NOT law.

Either fix your magazine or build it without any evil features (pistol grip, flash suppressor, collapsable stock) and run it with an open magwell.
