22LR on an off list lower ...

I'm not a lawyer but it seems from everything I've read that an off list lower with a 22LR upper and magazine (i.e. not a centerfire) would be an OK weapon because it's not an AR (not on the list) and not an assault weapon as defined by the rest of the rules because even with a removable magazine it's not centerfire. Am I missing something here? If not I think I'm gonna build a 22LR AR ...
