but stock are legal even without a bull-button/lock right?

It depends on if you have any "evil features" on it or not. There is really no legal difference between a Saiga stock and an imported AK stock. Since the FCG is mounted so far forward on an AK, if you put a Saiga stock on one, you can still have a PG. If you take the PG off, the trigger is too far forward to make it a comfortable and natural way to shoot. Also, if you have a flash hider, FPG or other evil feature, you will still need a BB even if you remove the PG.
