Does anyone know where to get the government style plastic brass deflector for AR15 rifles? I know that TC-Accessories makes a good steel one, but I vaguely remember there being a plastic version that the army uses for left-handed shooters.

That's the TC Accessories steel one the OP was already aware of.

The one on the Bushmaster site appears to just be the TC Accessories item.

I have one, it was issued to soldiers who shoot left handed. It will fit the A2 carrying handle. the plastic part also comes with a small box that catches the shells too. It looks similar to the TC deflector except it comes with a small box to catch the shells.

If the brass catcher is really functional, it might actually be handy for those bench range days.

i have one that was all plastic, with the exception of the spring pressured ball, that went into the hole of the carrying handle. i traded my slickside upper last year, and haven't needed one since, you want it, i'll send it to you
