Upper yes. Complete rifle? Only if in CA legal configuration.

Can you? Yes. Should you? NO. Unless you have a serious reloading shop in your garage and a lot of money or no reloading shop and an even larger pile of money you want to make a little pile of money really really fast.

Think about how much that will cost to feed?

You can certainly purchase the upper, but Alexander Arms will not sell/ship a complete rifle to California...nor even a stripped lower according to their website. This despite their being of course....off-list. No matter....drop the .50 Beowulf or 6.5 Grendel on any plain vanilla lower and have fun! Al B. (SOCAL)
