I just received my 03 C&R FFL and am waiting on my COE as well. I have a question specifically about purchasing C&R handguns from out of California and having them shipped into Calif.

It is my understanding that a Calif 03C&R FFL can purchase a C&R handgun from outside Calif and have it shipped into Calif by an 01FFL Dealer with a CFLC letter/number, to and through a Calif 01FFL Dealer. The Calif 01FFL Dealer can then DROS it to the Calif 03C&R FFL. All this according to PC12132(g) making a C&R handgun exempt from the Roster.

And, if the 03C&R FFL has a CA DOJ COE, they are exempt from the 10 day wait for the C&R handgun, and the 1 handgun in 30 days requirement for all hanguns, new and C&R?

Is all this correct?

Thanks!

All handgun sales except antiques must go through an 01. CFLC and the roster, IIRC, are not required for C&R transfers.

The 03 & COE combo allows you to skip the 1 handgun per month rule for all handguns. The combo additionally excuses you from the 10 day wait period on firearms that are only C&R.

....CFLC and the roster, IIRC, are not required for C&R transfers.

What is IIRC?

So, a C&R handgun does not require a CFLC?

If it is coming from another 01FFL, it does require a CFLC approval letter. If it is coming from a private party or an 03FFL, it does not.

mario you are good to go with the plan,c&r handgun from out of state to local 01ffl then to you is the path.sucks to waste money but as some have said it is the legal way for you and the out-of-state dealer
