Hypothetically, lets say that person A has a Yugo SKS that he bought a long time ago. It has the original grenade launcher attached. Can person A remove the launcher without violating 922r or anything else and then proceed to PPT it to person B?

Yes, you can remove the grenade launcher without violating 922(r). While it's true that Yugo M59/66 rifles need to be in "original configuration" to be imported, ATF has ruled that "minor" changes to a firearm don't affect this.

...BATF Ruling 85-10, which discusses the importation of military C&R firearms, notes that they must be in original configuration and adds that a receiver is not a C&R item. Combining this ruling and the definition of C&R firearms, the Firearms Technology Branch (FTB) has concluded that a firearm must be in its original condition to be considered a C&R weapon.

It is also the opinion of FTB, however, that a minor change such as the addition of scope mounts, non-original sights, or sling swivels would not remove a firearm from its original condition. Moreover, we have determined that replacing particular firearms parts with new parts that are made to the original design would also be acceptable-for example, replacing a cracked M1 Grand stock with a new wooden stock of the same design, but replacing the original firearm stock with a plastic stock would change its classification as a C&R item.

Any suggestions for a good replacement brake? I want to take my grenade launcher off but have nothing to replace it with. Preferably something much shorter lol

If the rifle is in California you should take the grenade launcher off right away, even if you don't have anything to replace it with yet. It is considered a "destructive device" in California and could get you popped with a felony.

If u want sometheing similar get a tapco brake, plus they are cheap $14
