A friend found out that a handgun he bought from a gun shop is not on the roster. Is it illegal for him to possess this handgun? Was it illegal for him to have purchased this handgun from the gunshop?

Taurus 608 in .357 magnum. It's a 8-shot revolver.

Maybe the gun was actually on consignment or in the owrner's personal collection. Not sure but would that make it a PPT?

Directly from http://certguns.doj.ca.gov/ :

Effective January 1, 2001, no handgun may be manufactured within California, imported into California for sale, lent, given, kept for sale, or offered/exposed for sale unless that handgun model has passed firing, safety, and drop tests and is certified for sale in California by the Department of Justice. Private party transfers, curio/relic handguns, certain single-action revolvers, and pawn/consignment returns are exempt from this requirement.

he said he bought it used, so maybe it was consignment
