What does he need when he goes to pick up his gun?

His green card, DMV registration and drivers license?

Anything else? Thanks!

His HSC card, or an exemption to the HSC requirement.

You need your green card, california ID, and 3 months worth of utility bills (30,60,90 days) that prove residency. Bills must be for official services like telephopne (landline), property tax, mortgage, power, water, etc. and must have your name on them.

That's it.

You still need the utility bills even if you have a car registration?

The car registration will work for California's requirement for proof of residency. But the Feds also require proof of 90 days continuous residency because the buyer is an alien. I'm not sure if vehicle registration works for the Feds.

It does not. I've been through this.

No 90 days of continuous residency, no gun. Easy!:)

Are you referencing just this instance of proof of residency or in general? The office of attorney General says that car registration is accepted as proof of residency.

you have to comply with both CA's resdency requirements as well as the fed's residency requirements.

this BATF newsletter goes into detail about the additional requirements an alien must deal with, http://www.atf.gov/publications/newsletters/ffl/ffl-newsletter-2008-11.pdf
