Sac NWR
Delevan NWR
Sutter NWR
Colusa NWR
Graylodge
Howards Slough
Little Dry Creek

all of those are refuges in the sac valley where you can do both.

They are more but I can't think of the names off hand.

Ducks are controlled via a lottery and sweat line. Pheasants I don't know b/c I've never hunted them on a refuge.
