Can anyone say if a lower manufactuer, although ON the list but not named as specific model would be cosidered as OFF list?

The specific lower is an American Spirit Arms model AR15.

The Kasler list. This is a list of what was banned back in 2000. As per the Harrot decision items that are not listed here and not currently banned.

Yes, it would be considered off list if the model is not listed, or incorrectly listed.

But it might raise a red flag if they list and require registration. I have enough receivers that I don't want any red flags popping up. I just want them to happily process my registration when the time comes, instead of a knock at the door and a "May I inspect such n such"... even though they won't do that.

Unprocessed registrations or ones that have issues get put on a hold pile, and don't get cleared up unless you do something about it, or get arrested with contraband.

While another ASA model is banned, the Amer. Spirit Arms ASA-15 receiver is NOT listed on the official Kasler list (Calif Code of Regulations sec 979.11). It is thus not banned by name.

Folks having an ASA-15 receiver that didn't get registered in 2000 (or actually, by 1/23/01) can breathe a sigh of relief and just keep combinations of 12276.1 evil features away from them as they are like any other "off-list" AR lower.
