Warning: this post is completely hypothetical. Doesn't even have to be wally world, it's just they're the cheapest ammo source in Placerville.
So, for a while now, the Wally worlds in California have not been selling firearms, as part of the settlement with the DoJ for FUBARing the paperwork/etc. Now, while they have suspended sales of firearms, they have continued to sell ammo. My questions, are:
1) Does Wally world need to keep their FFL to continue with their ammunition sales in California? In the rest of the U.S.?
2) If not, from what I've read of GCA '68 (Isn't it nice having a fat stack of regs from the C&R?), it is FFLs that are prohibited from selling rifle ammunition to <18yos, and pistol ammunition to <21yos. Is there a California law that prohibits the sales of handgun ammunition to persons <21yo from non-licensees?

# Allows ammunition vendors to sell ammunition or reloaded ammunition that can be used in both a rifle and a handgun to persons at least 18 years of age but less than 21 years of age only if the vendor reasonably believes the ammunition is being acquired for use in a rifle and not a handgun (PC § 12316).
