At the range today, a question came up and I don't know the answer.

An LE purchases an FN Tactical pistol, he's received an OK letter from his Chief. The FN Tactical is an AW due to its threaded barrel. After banging around with it for a while the LE wants to sell it so he dresses down the threads. Can he do that and sell (PPT) or, being brought in as an AW, it remains an AW regardless of subsequent "CA OK" configuration?

If he bought it as an AW for his use, (assuming he had letterhead and everything's properly reg'd) then makes it into a non AW. I think he can transfer it. However, since california might still consider it a RAW (registered assault weapon) for their purposes, and he can't trasnfer it (in-state).

I'm tossed up on the outcome,but i think it amounts to non-Cali sales only for his RAW since that's what seems to be the worst of the outcomes.

Yes he can transfer the handgun as a PPT minus the evil features. For example a LEO can buy a HK Mark 23 then remove the threaded barrel or weld on a thread protector and sell PPT to a non LEO civilian.
