NO. Rebuild kits are for re-building legally owned mags. You cannot manufature new high caps.

What?

If your question is "Is it legal to have hicap mags at home?" then the answer is YES.. I do. I bought them prior to year 2000.

If your questions, "May I assemble my own post-2000 hicap mags with spare parts I just bought recently?" then the answer is NO....

Have you searched or read other threads on this first before asking???

Rebuild kits are only for repairing Pre-2000 mags, making 10/30 mags, or for use out of state. I have rebuild kits but I only assemble/use them when I go to NV/AZ, and disassemble them before coming back into CA.

what if you buy a drum for an ar out of state? could you disassemble and bring them into the state with no problem? (i would only build them or use them out of state)

Yes, you can bring them into the state unassembled, but if you assemble the drum in California then it is an illegal drum unless you are using it to repair a drum which you owned prior to the ban.

Ownership is not illegal. Read the PC to see what's illegal and what's not. PC 12020(a)(2) http://ag.ca.gov/firearms/dwcl/12020.php
