you contact the BATFlicense center in atlanta georgia for the application, you fill it out ,send the copy to local law enforcement advising them of your intention to seek a class 03 collector of curios and relics license,and send the paperwork to the ATF ,make sure you fil out the citizenship declaration form also,and pay the fee of $35

Go online to:
http://www.atf.gov/forms/dcof/

Put your info in Part 1 of the left frame

In the right hand frame check form F7CR; at the top, click "ADD"... it will fill in the form in the left frame... change the quantity to 2 (they will send you a max of 2.)

Click submit and wait a few weeks. If you don't use the 2nd F7CR, offer it to another Calgunner.

BTW -- I think the fee is still $30. Read the instructions on the form.
(The citizenship form is now part of the F7CR, section 10 -- if you are a US citizen, just write that in section 10 and ignore A,B,C.)

I just got my FFL 03 application in today and have a couple of question for you folks:

1. Regarding the CLEO. So in addition to the CLEO copy of the application, do I have to write an additional letter explaining that I want to collect curio/relics and also send that to CLEO along with the application?

2. Also, for US citizens we can skip question #10 entirely, correct?

3. I have to list 4 addresses for residence's for the last 5 years, am I better off leaving the box blank and just attaching a separate sheet of paper with all of the addresses and referring to the attachment, or should I list my most current one and then attach the rest?

Appreciate any feedback you guys can provide me. I am pretty excited about getting my FFL 03 license. There are a few rifles I want to collect. I also want to get my COE after I get the FFL 03.

Easier than filling out your taxes every april 15th.If i'd have known how easy it was, i'd have done it ten years ago and saved a ton of money.Just rebember to initial question's on item 14 or it will come back-mine did.Recieved the FFL003 yesterday.

If you get the COE in addition to your C&R FFL, then you can DROS C&R firearms and take them home immediately, no 10-day wait.


To get the COE, Certificate of Eligibility, download the app at http://ag.ca.gov/firearms/forms/pdf/coeapp.pdf. Just follow the directions on how to fill it out. Included in the directions is a URL to a list of Live Scan locations where you'll have your fingerprints electronically scanned and sent to CADOJ and the FBI.


The COE is more expensive, around $100 in fees for the first year, but the renewal is something like $20 bucks per year. It has a very limited use in CA, but when used in conjuction with the C&R FFL, exempts you from the 10-day wait on C&R purchases (handguns and long guns) from a dealer (still must DROS it), and exempts you from the 1-in-30 handgun regulations for ALL handguns, modern and C&R.


When/If the mail-order ban portion of AB962 goes into effect, the C&R+COE combo will also allow you to do mail-order handgun ammo, provided the seller understands the exemtpion.


If you get your C&R FFL, you are not required to get a COE if you don't want one. You just don't gain the privledges that the 03+COE combo extends.
