What is the difference between a 2 piece and a free floating hand guard? Is there a performance difference? Also would a Rock River Arms hand guard fit on a Stag upper?

The difference between a free-float and non-free-float design is:
Free-float attaches to a custom barrel nut and doesn't touch the barrel at any point - it can be one piece or two piece.
Non-free-float usually utilizes the delta ring and standard front mount piece of an upper with the FSP-type sight.

Technically the free-float design will give you better results (especially if a bipod is attached) in accuracy. In practice, that difference is fairly nominal and should only be taken into consideration if you're really pushing for accuracy.

As far as RRA fitting Stag, well, that entirely depends on the upper. BUT if you're talking about "standard carbine uppers" then yes, that will be fine.
