I bought a Ruger SR9C 2 weeks ago.
And I want to buy Strip AR lower receiver...Do I need to wait 2 more weeks,(1 gun per month law)? or is that for pistol only???

no, you don't have to wait two weeks.

The 1-in-30-day rule applies to handgun purchases. A stripped lower is not a handgun.

but Why requires that you be 21 years or age or older to purchase a stripped receiver or frame?? I thought 18yrs for rifle and 21+ for pistol:confused:

federal law says you have to be 21 to buy any firearm, and then allows for rifles and shotguns (long guns) to be sold to those over 18. A stipped lower is not a rifle or shotgun, so it doesn't qualify for the federal long gun exemption.

Isn't the 1-in-30 day rule also not applicable for PPT's ?yes, there are exemptions to the 1-handgun-a-month rule, but nothing in the OP suggested a PPT, and it didn't matter anyways, since there weren't 2 handguns in the scenario.
