Parts is parts. Parts are legal to buy and sell.

Eh... Does that mean anyone can sell and buy high cap mags? Anyone with a different opinion?

No. Selling a High capicty magazine is illegal for most people.

You can disassemble a legally owned high capacity magazine and sell all the parts to the same person. You can buy all the parts to a high capacity magazine and then sell all those parts to the same person.

you may not buy all the parts or even some of the parts and manufacture, offer for sale, sell, give, lend or transport into california a COMPLETE high capacity magazine.

Rebuild kits are legal to sell and purchase. However, assembling them into a magazine would be illegal though.

Assemble them with a blocking device, that keeps them at 10 rounds capacity and you're good to go on that too. If you ever disassemble the magazine it's back to a parts kit (legal items).
