Having read the text of the bill, would it be correct to assume that if this bill were to become law, those with an FFL03 would no longer have the ability to directly mail order C&R eligible rifles from out of state vendors? I see language in the bill that pertains to those "licensed as a collector" but it only addresses purchasing when physically out of state and mandating registration of the rifle/shotgun when returning to California like has always been the case for C&R handguns.

Additionally, what effect will this bill have on the existing exclusion for unlicensed individuals of face to face transfers of long guns of 50 years or greater age?

This being the case, aside of discounts from online vendors, there would be little point in maintaining an FFL03 in California if this POS passes.

Ok, so nobody has an answer?

I did not see an exception for C&R collectors, in my scan of the bill.

So, this would be a great argument to use when you write our State Senators: C&R collectors would be deprived from using their Federal license. Make it sound like it could become a challenge in Federal court.

I believe the bill is still subject to change. What you see may well not be final.

I've been wondering about this also.

Would CMP purchases be exempt as they are now?

I hope AB1810 doesn't screw 03FFLs. It just keeps getting worse.
