what am I missing here. this seems to be extreamly clear!

Nothing, but some people think that since it was written so long ago it's not entirely valid today. :rolleyes:

Yes, nevermind the fact that the national guard wasn't around when this was written, or that the militia consists of the organized and unorganized militia.
