There are some private stocks lakes/ponds where they charge you to fish, but you don't need a license. Other than that you will need to go to the beach and fish off a public pier or jetty. There are 2 days out of the year that the DFG makes freebie days, where you can fish anywhere without a license. Free Fishing days for 2010 are JULY 4th and SEPTEMBER 6th.

santa ana river in lakes is in anaheim, its a paylake, costs $22, and its a hit or miss on catching anything.

you can also fish of any of the public fishing piers, seal beach is close to anaheim.

Out of all the fresh water spots Irvine lake is tops as far as salt water to do any good you need a license

Cosigning on what toby said - Irvine Lake would be my suggestion as well.

If you want to go deep sea you can usually rent tackle and buy a one day license for the trip at the dock. Ah, but if you want to catch anything...stay out of the Gulf. :D
