Can this device cause a single magazine to feed over 10rds?
As long as the device only feeds 10rd or less all of us could use it.
I have never seen a device that joins multiple magazines, I have seen a magazine body extension and new spring that extends magazines to allow more ammo to be installed..
Is it legal for LEO to manufacture high capacity magazines, as in taking a magazine built to hold 10rds and modifying it to hold more?

Magazine couplers are legal to possess and use. Just google the term 'magazine coupler pmag' and you should be able to find what you're looking for (I assume you by 'Magpul' you mean the pmag).
This is to connect two pmags butt to butt. I've seen the prototypes I'll talk to Bill and see if I can try one.

Yep, to clarify, in CA this product would only be useful to people who are re-building old "regular capacity" magazines. As Randy says it makes one huge long magazine out of two pmags. This particular product doesn't cinch together two mags.
