The easiest ways are to either purchase the full pistol as a single-shot or start with an 80% lower and roll your own.

Yes
or the ar-15 pistol lower? Any way to dros a oll as a pistol oll?
Negative.

The California Safe Handgun Roster screws us.
The only way a stripped pistol lower can be bought is to find someone who has one and FTF/PPT it, or have a father/grandfather/son out of state transfer one to you.
Buying from an FFL, the AR would have to be a dimensionally compliant single shot. Single shot sled, bullet button, and assembled with an upper.

The other way to go, as mentioned, is buy a paperweight that looks like an AR lower, but doesn't have a FCG pocket, and complete the machining to create the actual firearm.
That'll set you back $140 or better for the actual "paperweight", and another $300 or so in tools for the jig, drills, and endmill needed to complete the machining.
