Here is the shotgun identification flowchart (http://www.calguns.net/caawid/sgflowchart.pdf). See question #7.

If the breacher is permanently affixed and makes the 16 inch barrel longer than 18 inches, then it is good to go.

If the barrel, with permanently affixed breacher is less than 18 inches.... felony.

well played sir!

OP, you can have any length barrel you want. Yes, you CAN have a 16" barrel.....but if there isn't a 2" muzzlebrake permanently attached to the end of that 16" barrel you will have a short barrel shotgun, which is an illegal AW. The overall length of the BARREL needs to be at least 18", and that includes any permanently attached muzzlebrakes. also, the overall length of the shotgun in the shortest configuration that it can be fired needs to be at least 26".

Always trust the flow chart, and tell whoever told you that 16" was ok that they need to get on Calguns and be re-educated

Some of those zany muzzle brakes mossberg is putting on things look like they're about a foot long and just as wide so you might be ok. =P

FYI.
SBS laws having nothing to do with AW laws.
