Where is the long range clubs in Cali. Is their a mile plus range anywhere in this state?

We're surrounded by it. You plant your targets on a buoy, boat a good long ways away, hope for stable seas, and shoot. :)

... hmm, actually, is that even illegal? Seems like something they'd want to make illegal, but it seems like it'd actually present some interesting challenges and could be done safely (with a rifle at least, at range) - no way the round would make a full 180 on you.
