Someone at the range the other day had an Olymic Arms CAR 9. He carries his preban assult weapon registration paper with him for proof that it is registered. A CAR 9 uses STEN mags that utilize an adapter that is inserted in to the mag well. ( adapter first then the mag) There is a lever on the adapter that releases the Sten mag. the CAR "mag release" will release the magwell adapter... Question: did he need to have a bullet button or is it legal since was a regertered assult style weapon?
Are his 32 round sten mags legal since they were purchased before 2000?
Can he change the CAR 9 to something that shoots 223 even though on his registration it mentions that the firearm is 9mm?

Thanks,
Would it still be a legally registered rifle if he switched the upper to something that shoots a 223?

A "registered assault weapon" is registered by make/model/serial#. Other information - such as caliber and barrel length - was gathered at time of registration, but that is only supplemental.

It's entirely legal to change calibers, barrel lengths (say 20" to 16" or vice versa - but you have to avoid SBR issues) stocks etc. on registered AWs as long as the gun continues to be otherwise legal.

His hicap mags were legal since he acquired and/or possessed them for at least one microsecond before Jan 1, 2000. ;)
