This is probably the best bill I've seen come out of the Republicans in a long time. Not only does this bill have some chance to make it, but it is LONG overdue. The patchwork of vague firearms laws that makes up CA gun laws is completely ridiculous and I can't even begin to imagine how confusing it would be for a new gun owner who hasn't owned a gun and paid attention to legislation for 10 or 20 years.
I'm sure the Dems will put up a fight against this one though. Let's hope the moderate dems will side with reps and get this thing through.

AB 2199 would establish an education program for persons arrested for nonviolent misdemeanor or felony firearm offenses
If they are still being charged with a felony offense, what's the point of educating them? Can't own a firearm once a felony is commited.
"AB 2199 is sponsored by the California Rifle and Pistol Association.
Assemblyman Tom Harman represents the communities of Huntington Beach, Seal Beach, Cypress, La Palma, Los Alamitos, Rossmoor and portions of Anaheim, Garden Grove, Westminster, and Stanton."
So, anyone here in these cities going to contact Mr. Harman and offer support? It would be good to see this bill pass, but it won't unless gun owners act to support it. Sitting on their hands will just let the anti-gun Democrats kill the bill.

This bill is for a diversion program. It's like traffic school for traffic violations, there's no conviction or criminal record if one goes through the "educational" program.
No to mean be pessimistic…
Another side of the coin..
Such program can be good revenue generator for the state. I bet it will cost much more than traffic ticket. It means that low enforcement will be interested in picking up more violations.
If they made the low such complex the state should pay for the class. Fines collected can be directed for gun educational classes.

Once convicted of a felony, one cannot own a firearm.

Hmm lets see the majority of Dem's in this state are the ones always going on (think Mark Leno) with the second chance thing. If they refuse to pass this bill it would just go to show they just don't give damn about anything but their masters wishes.
