So, when is this to be heard? Sounds better than current laws but could still be better.

SECTION 1. Section 12050 of the Penal Code is amended to read:
12050. (a) (1) (A) The sheriff of a county, upon proof that the
person applying is of good moral character, that good cause , as
defined in paragraph (4), exists for the issuance, and that
the person applying satisfies any one of the conditions specified in
subparagraph (D) and has completed a course of training as described
in subparagraph (E), may issue to that person a license to carry a
pistol, revolver, or other firearm capable of being
concealed upon the person handgun in either one
of the following formats:

(Emphasis mine) I don't see the word shall, it's absence leaves far to much wiggle room for LE to deny.

wiggle room to deny plus the county population census criteria has to be met.

The same point I was going to make. If the law still says may issue then there still is no requirement for LEAs to give a permit.

Plus, isn't "good moral character" an arbitrary criteria for the purposes of this section of penal code? :\
