My buddy is looking to cut 2 inches of his Heavy barrel or the stock. It is over 16" currently and the gun overall is 37". He just needs to lose 2 inches, would prefer barrel as to not impede length of pull.

I am just interested in the legal aspects of such a mdoification. I have looked around, havent seen much any help??

Minimum barrel length must be 16", or it would be considered an SBR.

Barrel needs to be 16in...OAL anyway you look at it, pinning, welding, whatever.
Complete weapon OAL need to be 26in.

He should shorten the stock or whatever.

Isn't the OAL 30inches per california restrictions?

Not for rimfire...a 10/22 is a rimfire, despite being posted in the centerfire section.

ONLY for semi-automatic, centerfire rifles.

Rimfire of any kind (which a 10/22 is), or non semi-automatic centerfire rifles must meet the federal 26" minimum OAL.

Most heavy barrels I've seen are 20", so if he has a 20" barrel cutting 2" off shouldn't be an issue.

For 10/22's? Most I've seen are 16-18". I know mines an 18". 20" heavy barrels for 10/22's are available, but not too common. I haven't seen that many.

Not implying you are wrong in any way. I've only seen 20" heavy/bull barrels. But < 20" are out there..I have yet to personally see one, though.

The target models on the Ruger site right now are 20" barrels, so I assumed 20" was the standard.

I had a 18" Green Mountain on mine, and I know forsure they make a 16"
