(cross-posted on a couple firearms forums...looking for all the input I can find!)

Hi all, I received my C&R application a couple weeks ago and have a few Q’s:

Is it worth having a file opened up at the ATF?

How much does the ATF get into the personal business of the average C&R holder?

What kind of stuff are they looking into?

Do they actually make contact with your neighbors (don’t need that) / work ( couldn’t care less) / etc.?

Do they really show up at the average collectors door now and then, to audit etc?

Is the C&R license a good insurance poilcy against future gun-control legislation?. IE, do they tend to grandfather C&R collections more than private, non C&R, collections?

Lets say, just for the sake of argument, that some family guns are in your collection previous to getting the license, do you need to disclose those guns as part of the “C&R” collection?

I’m really interested in late 19th/ early 20th century wood and steel guns, mainly USGI, but am getting interested in commie-cannons too lately and most of my drool-list would be covered under a C&R, but I’m wondering if it’s worth it. Thanks in advance for your input.

ATF probably already knows you have guns anyway.

How much does the ATF get into the personal business of the average C&R holder? They have not got in touch with me yet.

Back ground stuff I guess? Kinda like the NICS Check stuff maybe?

NO.

Do they really show up at the average collectors door now and then, to audit etc? NO. They make an appointment with you if they want an audit.

Yes! just make sure any guns you obtain are legal in California as well as being on the FED C&R list.

I think Icormba just about nailed it. The only things I can think to add is that a C&R holder has an option of having the audit done at the BATF office rather than the home, and there is an occasional "grandfathering" effect... I think I've read some discussion on the .50BMG ban not holding true to C&R's, not an area of specific interest to me so it's not one of those things I've bookmarked in my brain. I'm sure somebody else here can chime in with a tad more authority on this than I can.

California doesn't really recognize the C&R license unless it's being used in conjuction with a COE (no 10-day wait on C&R handguns if you have both!); most CA firearm regulations are aimed towards the firearms themselves.

Just a pre-warning for the gonna-be FFL03 holder. Once you get C&R FFL, you will experience these....


1) You build up an E.S.P. to see through the barrel stuffed with heavy cosmoline.
2) You are able to know the original country by the smell of cosmoline.
3) You have every MilSurp supplier's phone number in your fast dial list of your phone.
4) You know almost every sales rep of every MilSurp supplier.
5) Your home smells like an old arsenal.
6) You bribe your UPS driver to deliver those long boxes when your wife is not home.
7) Your garage is full of stocks, slings, pouches, spare parts...... and cosmoline everywhere.
8) Your wife can not use dishwasher because you are using it to clean the stocks and small parts.
9) You try to refinish your wood floor with Tung oil.
10) You keep 20 copies of your signed FFL(03) in your car and office in case you need them.
11) You bring 20 copies of your signed FFL(03) with you while attending gun shows and none left when you go home.
12) Your bank account will not hold.

What else?:D

Looking forward to #5!. I'd been away from guns for about 25 years, when I walked into an old, crusty gunsmith's shop last year to get my Eddystone checked out. Smelled like Dad's gun room. Made the hair stand up on the back of my neck.

And I'm screwed on #6...wife works from home.

I've heard it's the most expensive $30.00 you'll ever spend...

She was upstairs watching T.V. when I heard the Dog bark (UPS sign). I ran to the door to find 3 LONG boxes there for me! I got them put away before she knew what I got! haha!

Hey, you guys didn't mention that a C&R is worth getting for the Midway and Brownell's discounts alone!

As per my conversation with the DOJ a couple of years ago, a COE isn't necessary (they might have said it's only necessary for certain xfers in CA, not from out of state - sorry, I don't remember). I got a COE anyway, so I never bothered to follow up or get it in writing.

Also, a bill was passed a couple of years ago that could subject C&R xfers to more regulation (i.e. DROS), but it's subject to DOJ funding and has not yet been implemented.

Remember that the notice you have to send to your local LEO, Sheriff, etc., is only to inform them of your application. They have NO input on whether or not you can get your C&R. As long as you meet the requirements, and aren't prohibited from owning firearms, you're good to go.

Who issues the COE? I've seen it mentioned a couple times, but was un-aware there was ANY way to avoid the 10-day wait in CA, especially for handguns.

Hey, you guys didn't mention that a C&R is worth getting for the Midway and Brownell's discounts alone!

Also, you send your FFL03 to DPMS, you get dealer price. SHHHHHHH:)

The C&R is great for California and you don't need a COE. The only thing a COE gets you is that you can skip the 10 day wait with an in state dealer.

Since the biggest advantage is being able to have guns mailed to you, you just order them through the big internet companies and they deliver to your door with no waiting period. It is not much good for handguns though since you have to do that face to face with an out of state dealer. If you go out of state you can buy C&R handguns but you also have to have a willing seller.

Now if I can just get my wife to understand that I'm not planning on opening a gun shop out of the garage...

Start up the doll house while you wait for the ATF to ship your 03FFL out to you ;)
