I'm not sponsored myself by any means.
but i was wondering how this bill will affect CA competitors who get free ammo from out of state sponsors? would their sponsors be able to shipped them ammo?

SEC. 7. Section 12318 is added to the Penal Code, to read:
12318. (a) Commencing February 1, 2011, the delivery or transfer
of ownership of handgun ammunition may only occur in a face-to-face
transaction with the deliverer or transferor being provided bona fide
evidence of identity from the purchaser or other transferee. A
violation of this section is a misdemeanor.
delivery or transfer must be face to face. So no, free handgun ammo can't be shipped by sponsors.
This only applies to handgun ammo though. Rifle and shotgun ammo is still good to go...
Of course, I'm not a lawyer, so who knows...

The sponsors can have pistol ammunition shipped to a local FFL dealer, from where it can be picked up (likely for a fee) once the necessary civil rights violations paperwork/fingerprints have been completed.
Unless you have a C&R FFL along with a COE, then you are exempt. Well worth that $30 for 3 years!

So a C&R would allow AB962 to be bypassed ?
ONLY if you have a COE to go with it........
