I have noticed recently that a lot of FFLs (at least in the local area) have been requiring proof of residence for transferring firearms, both long arms and handguns.

I originally thought it was a new city or county code, but I cannot find any such proof.

Are FFLs just trying to cover their asses? Or is this a part of some bill that was passed I was completely unaware of?

Anyone else seen this happen locally?

POR handgun guidelines.

I'm guessing CYA on the FFL's part, the DOJ sets a minimum that is required and the FFL may have their own policy.

Does the address on your driver's license match what you write on the 4473 (your current address)?

Went thru this in 2009 with an ffl near LA after Gun Country went out of business. Guy wanted POR on a 22 rifle. Claimed he didn't know if it was an ATF or DOJ requirement but wouldn't release it without it, had to call DOJ to get it released. Addresses matched.

Same address on my license as on my 4473.

Its just harder for me, since I just rent a room.
