I am in northern CA and I have been looking for on of these for a while, can you even get them here behind the wall?

You could buy them in CA, but they aren't "new" on dealer shelves because of the Clinton Chinese-gun import ban.
I understand some or all of the Chinese gun-import ban was lifted?
I want a Chinese SKS Para too, but close to the bottom of my list.

Most paras are commercial guns,or rebuilt using military receivers.
If you want a nice Chinese SKS, I'd highly suggest an early 1960's to 1950's SKS, if you can find one. Having owned one of virtually every SKS known aside from the $1000+ rare-primo models, the early Chinese is the best, IMO as far as fit/finish/quality goes, even equalling or surpassing the Russkie guns.
And yes, I have two Yugos.

He may have, I was referring to the import ban on Chinese steel-core ammo and other small arms under Clinton's watch.

I have three Yugo's and a Russian that I have bought either through a local shop or through mail order stores all using my C&R license. The chinese guns aren't C&R eligible right, so I would have to go through an 01 FFL correct? I know some things with the chinese guns are different but I just don't understand what those diffrences are and how they pertain to C&R status.

No Chinese rifles are C&R as of yet.
In 2007, the FIRST production year (1956) of Chinese guns will become C&R- expect prices to be quite high.
The deal is, if the gun was here prior to 1989, you can have the bayonet and all the other good stuff on the chinese guns. After '89, I think they passed some sort of import ban, or ruling (922r) which required enough US parts to be able to have 'assault' characteristics, which includes the bayonet.

After reading your thread you reminded me of the SKS ( Chinese Norinco )I had put away in my other safes. Forgot all about this one. So I took it out and shot it the other day. Forgot how much fun it was to shoot. I had to cut the spike bayonet off because the DOJ said it made this rifle illlegal. Didn't not understand if it had the blade bayonet it was ok I think. Anyway I cut it off at the base. The base of the bayonet keeps the cleaning rod from coming out of its holder under the barrel. I bought a spare bayonet from CDNN for $1.99 just in case I want to replace it. Also had detachagle magzines for it but, had to take them off also.

The person you spoke to was smoking crack. Bayonets are not banned in CA.
Federally, if your rifle had a bayonet on it prior to 1989, and was here in the U.S., you are free to leave the bayonet on it as you wish (applies to Chinese SKS onlY). All other SKS's are bayo-ok since they are C&Rs.

there is MUCH misinformation regarding bayos and SKSs. I don't know why. I regularly get told about various bayo bans, illegalities, etc. As Dave stated, if the gun legally came with a bayo, that bayo may stay, without further ado.

if ur chinese SKS was bought PRE 89 and came with a bayo..it use to be OK Before the SB23 ban. pre 89 with bayo still legal in rest of the country. after SB23/ Y2K .......ANY chinese sks with a bayo equals AW status regardless of pre/post 89.
all European SKS rifles are bayo legal.
