Since flowcharts seem to be easier to read for some folks, here's a draft of the logic - but no pictures, because I don't have the tools.

(I think it's correct, but these things benefit a lot from group input!)

California Handgun Purchase Flowchart

Logical sequence of requirements for a California resident to purchase a handgun.

This EXCLUDES Curio and Relic purchases.

1. Are you a prohibited person?
a. Yes – STOP, see a lawyer
b. Maybe – STOP, either
i. See a lawyer OR
ii. File the Personal Firearms Eligibility Check Application
c. No – continue

2. Are you 21 years old or older?
a. No – STOP: Federal law requires 21 to buy a handgun
b. Yes – continue

California law requires that handgun purchases inside California occur at a California-licensed FFL.

A buyer may buy a handgun from out of state, but generally the handgun must be shipped to a California-licensed FFL to complete the transaction.

3. Do you have acceptable California identification?
a. No – STOP
b. Yes – continue

4. Do you have acceptable proof of California residency?
a. No – STOP
b. Yes – continue

5. Will you buy the handgun “directly” from a California FFL?
a. NO – GO TO “PPT”
b. Yes – continue

6. Are you exempt from the Roster of Handguns Certified for Sale?
a. Yes – GO TO 8
b. NO – continue

7. Is the handgun you want to purchase on the Roster of Handguns Certified for Sale?
a. Yes – continue
b. No – STOP

8. Are you exempt from the Handgun Safety Certificate requirement?
a. Yes – continue
b. No – pay the fee, take and pass the test, get Certificate then continue

9. Congratulations! Select and Purchase your gun! Go to “Dealer Process”

PPT

1. Does the seller have acceptable California identification?
a. No – STOP: this is not a California-defined/implemented PPT
b. Yes – continue

2. Are you exempt from the Handgun Safety Certificate requirement?
a. Yes – continue
b. No – pay the fee, take and pass the test, get Certificate then continue

3. Congratulations! Purchase your gun! Go to “Dealer Process”


DEALER PROCESS

1. Physically go to the FFL’s location
2. Show ID to dealer
3. Show proof of residency to dealer
4. Complete CA Dealer’s Record Of Sale (DROS)
5. Complete Federal 4473
6. Pay fees
7. Pay for the gun
8. Unless exempt, wait 10 24-hour periods
9. Unless exempt, show Handgun Safety Certificate
10. Unless exempt, perform handgun safety demonstration
11. Buy a lock with the gun OR buy a separate lock within the prior 30 days and bring the receipt
12. Take home your new handgun, following the transport requirements.

It doesn't really fit, in one sense, and is mostly covered in another.

IF you have a C&R license, you can go out of state, buy C&R handguns, and report them to CA when you bring them back.

That part isn't in the first post, primarily because it's an out of state purchase.

IF you stay in state, though, the C&R handgun purchase has to go through an FFL. Out of state, you get to follow Federal rules; IN state, you have to follow California, too.

That part is, I think, correctly covered already.

But I keep making dumb mistakes in C&R, because for some reason it doesn't all seem to stick at the same time :( Another reason to hope for group participation.
