sometimes my browser times out on downloading clientscript/vbulletin_md5.js,
so when I click log in, my user/pass combo gets rejected
(same happens if javascript is disabled).


What you could do is add the standalone "disabled" attribute to the submit button and user/pass form fields,
and enable them with JS,

and add a warning about needing javascript in some noscript tags.

The forum will go through and upgrade soon. This may take care of the problem, because it may be a bug. It should be defaulting to html.
