What are the laws on sending serialized parts for gunsmithing to a out of state smith. I was thinking of sending my AR receiver out of state to get color coated. Do I really have to give to to a FFL to send to him or can I just send the receiver myself and he send it right back?

You can send it to a licensed gunsmith via USPS (no handgun frames allowed), UPS, or Fed-Ex. Get a copy of the smith's license as your shipper may ask to see it. Alternatively, get his ffl number, verify via the BATFE's EZ-Check system (google) & print a copy of the EZ-Check results.

The smith can ship the part or complete gun back to you without you needing an ffl.
