Now if this new lower deal get going, can I build a CA legal 9mm carbine? As long as the mag is fixed and no more than 10 rounds, it should be ok???

As long as you follow the rules carefully, why not? Make sure the firearm is not on the Kasler List and make sure you have a fixed 10 round magazine in the firearm before you add a pistol grip or flash suppressor. Does everyone else agree?

I don't think caliber matters, as long as you follow the guidelines outlined for AR receivers in general. Like tenpercent says, just fix a 10-round magazine to the non-named lower before adding any evil features to the receiver and you should be good to go.

Caliber doesn't matter. It'd be legal w/10rd fixed mag.
Now, I have quite a bit of experience getting Colt 9mm ARs running.
I dunno who makes 10rd Colt mags or if they even exist.
And aftermarket "3-way" mags derived from Uzi mags and that "work" in Colt 9mm ARs are not really reliable. Poor mag quality, wide variation btwn mag catch openings on various mags, etc.
Loading these mags from top may be a bitch, too - esp as I've never seen 9mm stripper clips.
There is another 9mm AR architecture out there, entirely different from Colt's, from Olympic Arms that uses converted Sten magazines.

I am thinking of contacting one of the manufacturers of the 9mm adapters and see if they have any input on how this might be done.

This is my plan when the lowers arrive. I hope to build one on a STAG lower. I know this may sound like sacriledge but I can convert a couple of the mags for anyone that wants a 10 rounder made. I have done them in the past and could do a couple more. I have been a gunsmith and LEO Armorer for the last 14 years. No extra charge just pay for the Sten mag. (yes I have access to a friendly gunshop in Nevada that I can do the work at.)

What adapter you using?
And Im guessing you will have to "fix" the 10 rounder in the "fixed" adapter?

I have an old Olympic 9mm kit. 1995 or so production. the adapter is welded to the mag itself. The factory mags that I have appear to be Sten mags cut to 20 rounds. I plan on cutting one to 10 round capacity and attaching the mag to the lower.
