Can someone explain why the Department of Homeland Security is purchasing up to 200 million rounds of .40 caliber HOLOW POINT ammunition? Hollow point is outlawed by the Geneva Conventions.... what's going on?

This story has been here before, the contract is for five years and it is for up to 200 million rounds. Works out to the amount they'd use for qualifying and practice plus a couple rounds left over for shooting people. It isn't that much per handgun/year over five years.

A US government agency is buying from a US manufacturer a product civilians also are allowed to buy. Nothing to see here.

Why insert Obama's name here? Not everything is a conspiracy. Check out the previous press releases from Winchester, you'll find announcements of other contracts with other US agencies predating the current administration.

If you are going to be an alarmist, get it right. Ammunition requirements for warfare were established by the Hague Peace Conference in 1899.

Almost every non-military Federal agency that carries pistols uses the .40 S&W JHP such as DEA FBI BATFE Treasury ect. Exception is practice - training (FMJ) and Air marshal duty (Frangibles). I think even the Coast Gaurd now carries sig p229s in .40S&W with JHP ammo.

Federal non-military Agencies are not bound by NATO standards or the Hague and Geneva Conventions.
