Recently I have been feeling bold about applying for a CCW in Sacramento County, let me tell you my reasons:

1) I am a business owner in a part of town where this is AT LEAST ONE stabbing or shooting each month. I can prove this with the police reports. And no I cannot relocate my business without it being EXTREMELY inconvenient to my customers.

2) Six months ago a gang member emptied 30 rounds from a FULL AUTO machine pistol into the parking lot IN FRONT of my shop (guess he forgot to register/surrender that and the 30 round magazine after SB-23)

3) I have been on the News multiple times due to the high crime and low police activity. Gang members deal drugs openly and at least 50% of businesses here have been held at gun point. When I asked Police for help they say they are NOT obligated by law to protect me, my business, or my customers.

4) Because all my customers pay their premiums in cash for their insurance, I ALWAYS have AT LEAST $2,500 - $10,000 in cash on my person at all times. Sometimes I have to go to houses in Oak Park and other dangerous neighborhoods to pick up $2,000+ in insurance premiums for life insurance on various clients (often I wonder if they have that much in cash why do they life in Oak Park???)

5) I am an avid shooter and a member of Yolo Sportsmans Association and am approved rapid fire, double tap, and concealed holster shooter at the Gun Room

6) I am a highly visible public figure in Rotary International, various Boards of Directors, and other Community activities

7) My wife is a highly visible public figure

8) I have owned an used firearms my entire life since the age of 10

9) If I leave ammo/guns in my shop, it will be a theft hazard. Despite bars and an alarm system there have been numerous break-in attempts (I have documented them).

10) I have no criminal record whatsoever and am an upstanding citizen of good moral character (I helped raise over $10,000 for my church at a fireworks stand, helped deliver wheelchairs to the needy in Mexico, helped raise $50,000 for an abused woman's shelter)... and that's just in the past 8 months of service!

I'd say these are some VERY good reasons to have a CCW in Sacramento County. But since there's only 600 CCWs somehow I believe it may take more (being a celebrity, politican). What do you guys think? Should I bother to try?

I would apply, just the fact that you are a business owner and carry large amounts of cash for deposit I would think should qualify you. As long as you articulate it well in the interview. Fear of being a victim is not a reason. Carrying that much cash is..

Good luck.. let us know what happens..

I think if anyone has a chance in Hell, it would be you. Give it a go and see what Lou says, good luck... where is your store/business?

Should I bother to try?

Nothing Ventured, Nothing Gained.

I would think that your case is a slam dunk. Just make sure you apply to the right person. Where were those 600 CCWs issued? Was it by city police or the county sheriff? Go apply to whichever of the two will give you one.

#4 is the only thing on your list that specifically falls in the list of "good cause" the state set out.

But based on what I've been told by other business owners in Sac county that aquired a CCW, that is enough.

Is your business / home in Sac county, or within a city limit. If a city then you need to apply to the police chief. Not the county sheriff.

This is NOT TRUE!!! Not only that, but Salute v Pitchess, 132 Cal. Rptr. 345, 61 Cal. App. 3d 557 held that a Sherrif *MUST* hear your application if you reside anywhere within his county, and that to MAKE you go to a police chief AT ALL is a crime!

However, many Sherrifs will still commit this crime. Bring a copy of this cite and literally plunk it down infront of them when they do that. Say only "How would you like to proceed?"

(that is not to say that a police chief MAY also issue a permit if you reside within his CITY.)

Thanks for that info. I wasn't aware of that. Good to know.

My shop is on Florin Road right in the heart of the Ghetto by Punjab International. Drop by sometime if you need an insurance quote or to sign the RKBA initiative.

Anyhow yes I live in Sacramento just a few minutes away from my shop (which might I mention is only 1 or 2 miles outside of what most would consider "the ghetto"). So anyone who wanted to rob me could just follow me home from work (I only live 5 mins away just barely outside the hood).

So where do I walk in to get the paperwork, etc and get the CCW proccess started?

Yup it's the ever-so 2nd amendment unfriendly Lou Bland-*** you have to deal with.

I know you guys have done more research on all this than me, so it is here than I ask you for advice in how to handle all this. Should I just go the the Sac County Sheriff citing the law that they have to evaluate the request for CCW there... or should I deal with Lou?

I wanna get this right, if not for me then for my family. Please advise.

Agree with Pthfndr, #4 is the strongest “good cause” reason listed.

The key will be to elaborate on why (it’s obvious) your clientele conducts transactions in cash, and to substantiate the claim (bank slips, etc.).

It’s one thing to verbally explain your circumstances, and be able to answer question in person. It’s an entirely different hurdle to leave the same impression in writing. Look at it from Lou’s perspective, after you walk out of the interview, all he has is a piece of paper with a bunch of words to justify a “yes” decision if he is challenged.

Although Placer County appears to be more responsive to legitimate applicants, they want to see a blemish free record, including driving. “Speeding tickets are a sign of being irresponsible.” Don’t know if Lou views it the same?

<><> If your county operates like mine,,,
(Del Norte) I would go to the sheriff's
office,,, civil department and ask for an
application for a CCW...

The person in the civil dept. may be able
to help you out in regards to what you may
need to show good cause,,, (although it
seems you have good cause)...

Speeding tickets? OH NO, my record is completely clean except for one speeding ticket I got over two years ago. Is that going to stop me?

BTW, if I apply and get denied are they going to spy on me or anything? I know that seems kinda paranoid, but this IS the PRK.

And oh yeah... what sort of documentation should I be putting together to assist me in my case?

Lou Blanas is the Sacramento County Sheriff, here's the documentation you need to review to get the ball rolling...

I finally found the link I was looking for:

It provides some examples of good cause statements.

I think it would also be an excellent idea to print out all the posts you have made on this forum, and include them with your CCW application.
It don’t matter. Lou haunts the forum… more contagious humor.

Good luck. It looks like you have an honest chance.

The people that I personally know that have CCWs in CA either own a gun shop or service vending machines. They either carry large amounts of cash or guns as part of their daily job.

It is really sad that one can get a CCW if he carries large amounts of cash and not for personal defense when the CA law states deadly force only can be used if there is a fear of loss of life.

Don't forget to document any tax-deductible campaign contributions you made to Blanas' re-election efforts (just the ones over $1000).

I'm probably going to wait a while longer because a friend of mine in Law Enforcement revealed some good news. Lou Blanas's term is up, and there's going to be a new sheriff in town. I doubt the new guy is going to be any more lenient, but according to my friend it's impossible for him to be less lenient LOL!

Unless the new Sheriff happen's to be Diane Feinstein or Sarah Brady that's very true. :D
