Do you only have to be 18/21 to purchase a firearm itself or lets say that a kid who is 17 anticipates purchasing a certain long gun when he turns 18, can he start buying parts early?

As long as the parts are not considered in and of themselves to be a firearm, then there should be nothing prohibiting anyone under 18 from purchasing parts.

A 17 year old can buy a scope with no problem. He should be able to buy a rifle stock with no problems. Other parts shouldn't be a problem.

He would not however be able to buy the lower.

You can buy everything except a lower and ammo.

FYI: You need to be 21 to buy a stripped lower. If the lower has a stock on it then you can buy it at 18.

An obviously under-aged person might have trouble buying gun parts in person even though it's perfectly legal. I would suggest getting a credit card and buying parts over the internet.

Easier and cheaper too.
