I have heard that it is not against CA law to own SBRs & SBSs as long as you have applied & paid the fees and been approved, but that it's impossible to be approved by the state unless you're on a first name basis with Arnie/the CA AG/a CA Assemblyman or Senator. Is this true?

In essence it's correct, but if you wish to spend the money to become a manufacturer licensed by the feds and state things would be a little easier.

Depending on what you want to own, the reason you're correct changes.

If you want a modern SBS/SBR, you are correct that you are unlikely to get the appropriate state permits.

If you can settle for a C&R SBS/SBR, or modern AOW, then you are correct that the state will not approve your permit because you do not need one from them. For these weapons, all you need is federal approval (AKA "tax stamp"), and either CLEO signoff (as likely as a CCW), or an NFA trust.
