Are these requirements necessary only for relieving one of the requirement to purchase an approved safety device with a new firearm?

Or, are these requirements also necessary in order to prevent oneself from being held criminally (or civil) liable in the event that one (a child) gains unauthorized access to the firearms and gets injured?

Ie., can any locked container satisfy the requirement to keep firearms from getting into the wrong hands?

This.

And remember, BATF foot-dragging makes safes insufficient for Federal requirements for safety devices for handguns.
